JOB TITLE: Director of Early Childhood Special Education

 

REPORTS TO: Executive Director of Early Learning and Assistant Superintendent of Special Services

POSITION PURPOSE/SUMMARY The Director of Early Childhood Special Education shall be appointed to promote the effectiveness of the overall early childhood special education program for children age three to five.

 

QUALIFICATION REQUIREMENTS The Director of Early Childhood Special Education shall hold an appropriate Missouri teacher’s certificate and have four (4) years of special education-related experience. The Director of Early Childhood Special Education shall have completed at least a Master's Degree in Education and shall hold a valid Missouri principal's or Special Education Administrator’s certificate.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Supervise the program for initial referral, evaluation, and identification of qualifying students requiring special education services.

2. Develop and coordinate procedures with First Steps and staff for the transition of services to the Early Childhood Special Education Program at age three.

3. Along with the Executive Director of Early Learning, plan, supervise, and evaluate the overall instructional program to meet students’ needs.

4. Along with the Executive Director of Early Learning, assist with planning, implementing, and monitoring staff development and growth activities for staff members.

5. Supervise individual student programs by participating in and/or monitoring student evaluation and individual education plan conferences.

6. Ensure the effective provision of special education and related services for eligible students.

7. Communicate with parents/guardians concerning student individual educational programs.

8. Assist in the development of the annual budget.

9. Assist in the development of staffing projections and the selection of staff members.

10. Collect, maintain, and report data regarding students and update reports as requested. 11. Work with the Director of Transportation to ensure appropriate transportation is provided to students whose IEP requires such.

12. Ensure compliance with the Individuals with Disabilities Education Act (IDEA) and the Missouri State Plan for implementing IDEA.

13. Coordinate and oversee the school’s extended school year program.

14. Serve as the liaison to out of district agencies that may provide services to District students as called for in the student’s IEP.

15. In cooperation with the Executive Director of Early Learning and the Assistant Superintendent of Special Services, complete the Final Expenditure Report for Early Childhood Special Education.

16. Recommend programming to provide for a full continuum of services, in the least restrictive environment, for the District’s early childhood special education population.

17. Assist in scheduling and evaluating teaching staff, related service providers, paraprofessionals, and other school staff.

18. Maintain and monitor staff caseloads.

19. Ensure effective transitions to kindergarten for the District’s early childhood special education student population.

20. Assist the Executive Director of Early Learning in leading faculty meetings and staff development opportunities.

21. Assist in completing the ECSE annual child count, core data reports, maintenance of effort reports, and other reports as needed.

22. Assist the Executive Director of Early Learning with enrollment, recruitment, attendance, conduct, and health of students.

23. Perform other duties as assigned.

 

MENTAL DEMANDS Ability to maintain highly confidential information; communicate clearly both orally and in writing, and/or ability to reason and make appropriate decisions. Solve a variety of problems in many different situations and have strong attention to detail.

 

PHYSICAL DEMANDS While performing the duties of this position an employee is regularly required to sit, talk, present, and hear. The employee is occasionally required to stand, reach, bend, and lift up to 10 pounds. Close vision ability to look at a computer screen for long periods of time is required. TERMS OF EMPLOYMENT The Executive Director of Intervention and Behavior Support Services shall be appointed for a term of one year. He or she shall be employed on a twelve-month basis.

 

EVALUATION Performance of this job will be evaluated annually in accordance with the provisions of the Board’s policy on evaluation of professional personnel.
