JOB TITLE: Chief Financial Officer

POSITION PURPOSE/SUMMARY The Chief Financial Officer will lead the financial management and business operations of the Fort Zumwalt School District in alignment with our mission statement: to educate, empower, and equip students to excel. The CFO ensures the effective allocation of financial resources to support the educational programs and services that enable our students to achieve academic success and personal growth. This position contributes to realizing our mission by providing the financial foundation necessary for student excellence through strategic financial planning, transparent budgeting processes, and sound fiscal management practices.

 

QUALIFICATION REQUIREMENTS The Chief Financial Officer shall have at least five (5) years of experience in general accounting, management of a business office or other administrative experience in a school setting. The CFO shall have a minimum of a Bachelor's Degree in Business Administration, Finance, Accounting, or a related field, and either hold DESE certification to be able to serve as an assistant superintendent or hold a CPA license in the State of Missouri.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  1. Supervises the management of the financial affairs of the school district, including Accounts Payable, Payroll, Purchasing, and Benefits and Insurance.
  2. Provide financial analysis and recommendations to support strategic decision-making by the Superintendent and Board of Education.
  3. Assumes responsibility for the receipt and expenditure of school district funds.
  4. Assumes responsibility for budget development and long-range financial planning.
  5. Establishes and supervises a program of accounting adequate to record in detail all money and credit transactions.
  6. Supervises Bond Issue and Lease Purchase transactions and funds.
  7. Supervises the collection, safekeeping, and distribution of all funds.
  8. Supervises the Director of Business Services, Director of Purchasing, Payroll Coordinator, and the Benefits Coordinator and associated operations.
  9. Administers a budget control system for the district.
  10. Acts as advisor to the Superintendent on all questions relating to business and financial affairs of the district.
  11. Participates in the collective bargaining process to assist with the development of salary and wage schedules and their impact on future budgets.
  12. Collaborates closely with departmental leaders to strategize and implement budgetary allocations, fostering an environment conducive to optimal performance across all departments.
  13. Arranges for the internal auditing of school accounts.
  14. Acts as liaison to the district’s independent auditing firm and makes all arrangements for the annual audit.
  15. Prepares reports to the proper staff concerning the status of their budgetary accounts to guard against the overspending of any budgeted account.
  16. Assumes responsibility and assists the Superintendent in the projection of revenue and expenditures, preparation of prospectus for bond issues, management of short-term investment portfolios, and similar activities.
  17. Takes the lead in developing improvements in the financial management of the school system including budget methods, format, and presentation.
  18. Attend meetings of the Board of Education and present financial reports.
  19. Serve as Treasurer to the Board of Education when requested.
  20. Chair district safety committee.
  21. Coordinate property-casualty claims and related legal processes, if required.
  22. Attend district administrator meetings as requested.
  23. Perform other duties as assigned by the Superintendent or designee.
  24. Possess the ability to effectively communicate, verbally and in written form, with administrators, staff, and community as needed.

SUPERVISORY DUTIES The Chief Financial Officer will train, supervise, and evaluate the Director of Business Services, Director of Purchasing, Payroll Coordinator, and Fringe Benefits Coordinator and provide general oversight of those operations.

 

MENTAL DEMANDS The Chief Financial Officer must have the ability to maintain highly confidential information; communicate clearly both orally and in writing, and/or ability to reason and make appropriate decisions. Solve a variety of problems in many different situations and have strong attention to detail. This employee must have the ability to do basic and complex mathematical calculations, apply concepts such as fractions, percentages, ratios and proportions to practical situations and apply financial concepts such as compound interest, time value of money, tax rates and discounts. The CFO must also have the ability to define problems, collect data, verify facts, make valid conclusions, and deal with abstract concepts.

 

PHYSICAL DEMANDS While in this position, the employee is regularly required to sit, walk, hear, present, speak, and meet deadlines with severe time constraints. The position often requires an employee to work extended hours and travel throughout the District.

 

TERMS OF EMPLOYMENT Employment will be on a twelve-month basis with four weeks of vacation, beginning July 1 and ending June 30. The Chief Financial Officer will be provided a work calendar showing the specific daily work schedule of the employee. The work calendar may be modified by the Board of Education at any time, as needs dictate. Eight hours will generally constitute a workday. The Superintendent will establish a definite daily schedule. The yearly salary will be disbursed in twenty-four (24) equal payments.

 

EVALUATION Performance of this job will be evaluated annually in accordance with the provisions of the Board’s policy of support staff personnel.
