JOB TITLE: Executive Director of Human Resources
REPORTS TO: Chief Human Resources Officer

POSITION PURPOSE/SUMMARY The Executive Director of Human Resources is responsible for providing leadership and operational management of human resources functions for support staff while collaborating on certified staff personnel matters in the Fort Zumwalt School District. This position plays a crucial role in developing and implementing HR initiatives that support the district's mission and objectives.
QUALIFICATION REQUIREMENTS The Executive Director of Human Resources shall have earned at least a bachelor’s degree or above in Human Resources or Education and have a thorough knowledge of district policy and relevant state and federal laws related to the job description. Previous experience as a certificated school building leader or in a school district human resources office is preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Recruit, retain, and recommend for hire effective and competent support staff personnel. 2. Collaborate with district leadership to develop and implement HR strategies that align with organizational goals and promote a positive work culture.
3. Establish and maintain appropriate personnel records for all support staff members and oversee the process of storing and archiving all personnel records.
4. Assist the HR Generalist with daily substitute placements throughout the district.
5. Consult and problem solve with building administrators and the Chief Human Resources Officer on employee relations, including conflict resolution, disciplinary actions, and performance management.
6. Interpret Board policy, administrative regulation, personnel procedures, and negotiated agreement provisions for employees and employee groups.
7. Chair the district’s support staff committee and employee of the year program and communicate appropriately with the Chief Human Resources Officer and Superintendent on issues that arise from those meetings.
8. Assist with research pertaining to support staff personnel, including salary research, studies of staff characteristics, and other pertinent projects.
9. Plan and direct programs of orientation, in-service education, and performance training, and provide for periodic written performance evaluation of each support staff employee category.
10. Work with the Chief Human Resources Officer and the employee association on issues including negotiations and language written in the memorandums of understanding.
11. Develop, revise, and maintain personnel handbooks, district forms, and other staff information for employees.
12. Make recommendations for support staff calendars based on the approved teaching calendar.
13. Counsel with any support staff employee on individual issues such as retirement, transfer requests, leaves of absence, work restrictions, and other items as needed.
14. Work with the Chief Human Resources Officer and Director of Recruitment and Retention on projects such as staffing projections, teacher job fairs, informational meetings for employees, interview procedures, and employee training.
15. Work with the benefits manager on all district employee benefit programs and serve as a resource person for the staff on the programs including group health insurance, disability insurance, retirement plans, sick leave, personal leave, other leaves of absence, as well as other related or emerging employee benefit plans.
16. Collaborate with the Chief Human Resources Officer to provide leadership and oversight for the implementation and administration of federal and state employment laws, including, but not limited to ADA, FMLA, FLSA, and PWFA.
17. Oversee background checks and proper licensure of all support staff employees for the district to ensure proper checks are obtained prior to employees working with students.
18. Assist in the preparation of the departmental budget.
19. Manage the district’s unemployment claims process.
ADDITIONAL DUTIES
1. Perform other duties as assigned by the Chief Human Resources Officer and Superintendent or designee.
2. Possess the ability to effectively communicate, verbally and in written form, with administrators, staff, and the community as needed.
SUPERVISORY DUTIES The Executive Director of Human Resources will train, evaluate, and supervise assigned staff members.
MENTAL DEMANDS Ability to maintain highly confidential information; communicate clearly both orally and in writing, and/or ability to reason and make appropriate decisions. Solve a variety of problems in many different situations and have strong attention to detail. The Executive Director must also have the ability to define problems, collect data, verify facts, make valid conclusions, and deal with abstract concepts.
PHYSICAL DEMANDS The individual who holds this position is regularly required to sit, walk, hear, present information, and speak. The position occasionally requires an employee to work extended hours. TERMS OF EMPLOYMENT Employment will be on an at-will basis for 12 months with four weeks vacation, beginning July 1, or from the time of employment for the duration of the school year with prorated vacation leave. The Executive Director will be provided a work calendar showing the specific daily work schedule of the employee. The work calendar may be modified by the Board of Education at any time, as needs dictate. Eight hours will generally constitute a workday. The Chief Human Resources Officer will establish a definite daily schedule. The yearly salary will be disbursed in twenty-four (24) equal payments.
EVALUATION Performance of this job will be evaluated annually in accordance with the provisions of the Board’s policy of support staff personnel.
